Alvin ISD’s track record of financial management and transparency was affirmed this spring as the district received the Excellence in Financial Reporting Award presented by the Association of School Business Officials (ASBO). David J. Lewis, Executive Director of ASBO, stated, “This recognition represents a significant achievement and reflects [Alvin ISD’s] commitment to transparency and high-quality of financial reporting.” Lewis says, “The recognition informs stakeholders about the financial economic state of the district.” This recent announcement marks the eight consecutive recognition for Alvin ISD.
The long standing financial health of Alvin ISD has been a point of pride for the district and community. The state of Texas, and specifically the Texas Comptroller, affirmed this success with the designation of an “A – Superior Achievement” rating, as part of this year’s annual Financial Integrity Rating System of Texas (FIRST), the state’s top level of recognition. The rating system evaluates various measures such as findings from the district’s independent audit, ensuring adequate fund balance reserves and available cash on hand, and limited administrative expenses, among others.
Superintendent Carol Nelson says, “We are thankful for the various recognitions Alvin ISD has received for our financial management; however, we are most proud of how a history of wise stewardship and prudent budgeting has a tangible impact in our classrooms and enables continued support of our students and faculty. The diligence in our budgeting efforts incorporates and values the feedback of our teachers and community, and prioritizes expenditures closest to the classroom. This purposeful budgeting approach has enabled Alvin ISD teachers and staff to receive a cost of living adjustment each year since 2009, which enables Alvin ISD to retain and recruit the best faculty and staff for our students. Awards and recognition are appreciated but our Board’s continued support of students, teachers, and the expansion of student programs is the best recognition, and one for which we can all take great pride.”
When asked about the keys to the district’s accolades and financial strength, Daniel Combs, Alvin ISD Chief Financial Officer, shared, “The financial health of our district is the result of a legacy of prudent financial management and the collaborative effort of our team and the Board of Trustees working to identify key budgetary priority’s that align to our district goals. These purposeful allocations ensure our campuses, student programs and staff members are supported as they pursue Alvin ISD’s vision of excellence.”
The importance of careful budgeting and alignment to district priorities were cited as keys to the district’s financial health and success. These efforts have also led to statewide recognition including the Association of School Business Officials assignment of the Meritorious Budget Award, received by Alvin ISD each year since 2013. Combs added, “This award shows the district is committed to the highest levels of transparency in the budgeting process, and shows a significant level of intentionality and planning goes into developing a budget that aligns to the goals of our district and community.”
