A "Newcomer Hub" is a campus that offers an Instructional program that is a series of ESL courses specifically designed for students who are at the beginning or intermediate level of English proficiency. Newcomer ESL courses are taught by an ESL certified teacher.

Student is a recent US arrival.
Student has not attended US schools for more than 3 years.
Student is at the beginning or intermediate level of English proficiency.
